Annual Burn Ban Expiring October 1st, 2010

Burning small amounts of yard debris is allowed annually from October 1 to April 30. Outdoor burning is prohibited each year in Gwinnett from May 1 to September 30.

While it is open burning season in Gwinnett County, you will still need to check with the Fire Marshal on a day-to-day basis to check the burn status. Even within the open burning season, there may be certain days that are designated as a no-burn day. This is due to weather and atmospheric conditions. The decision is based on information obtained from the National Weather Service and the Georgia Forestry Commission.

The Gwinnett County Department of Fire and Emergency Services is sharing information about the rules for outdoor burning and about open burning season. Anyone wishing to conduct an outdoor burn is encouraged to visit the Fire Marshal’s website at www.gwinnettfiremarshal.com or call the Office of the Fire Marshal at 678.518.6100.

Outdoor burning rules:
• Burning shall be conducted during daylight hours only, Monday through Saturday. Burning is not allowed after dark or on Sunday.
• Burning shall be of natural fallen vegetation, such as limbs, leaves, and twigs. Burning trash or other materials is not allowed.
• Burning shall be in small piles, maximum size is three feet by three feet.
• The burn pile shall be at least 50 feet from any structure or wooden fence.
• The burn pile shall be consistently attended (supervised) and a water source, such as a garden hose shall be in place that will reach the burn pile. Firefighters also suggest having a portable fire extinguisher close by as well.
• The burn pile shall be completely extinguished (put-out) before dusk. Burning after dark is not allowed.

Outdoor burning restrictions:
• Outdoor burning is NOT allowed after dark or on Sundays.
• No outdoor burning is allowed if winds exceed 15 miles per hour. Never burn on a windy day! Steady winds contribute to the fast spread of outdoor fires.
• No outdoor burning when it is overcast, raining, or foggy. Burning is only allowed on clear days with little or no cloud cover. Burning is not allowed within 24-hours after a period of rain. This causes the smoke to bank-down closer to the ground, presenting a hazard.
• No burning of household garbage. Only natural/fallen yard vegetation is allowed. These include limbs, leaves, and twigs.
• No burning is allowed if the Gwinnett County Department of Fire and Emergency Services or a representative from the Office of the Fire Marshal, deems the burn to be offensive to others or poses a health risk to people in the area.


Lilburn Sports Complex To Receive County Funding

Recovery Zone Economic Development Bonds, aka stimulus bonding capacity, aka stimulus funds… Gwinnett County has been designated a recovery zone by the federal government and allocated $62 million in bonding capacity. Lilburn, Snellville and Berkeley Lake will split the remainder of these funds as decided by the Board of Commissioners last Tuesday.

Berkeley Lake will receive $2 million to aid in dam repairs sustained in last year’s flooding. Snellville is to receive $6.6 million which it intends to use to revitalize its downtown area and to purchase a 10.6 acre tract of land recently foreclosed upon.

Lilburn was granted over $8.6 million for use with a new sports complex deal (see our September 17th post “Lilburn Considering $20 Million Sports Complex“) with Big League Dreams. According to the Gwinnett Daily Post, “another $20 million of the county’s share of recovery zone facility bonds has been allocated to the city’s Big League Dreams idea”.

Academy Sports + Outdoors Coming To Snellville

An 11 acre tract of land off of Hwy. 124 in Snellville that was once home to a Lincoln Mercury dealership and Home Depot Landscape Center has been rezoned and is being redeveloped into a new retail center. The anchor for this new development is Academy Sports + Outoors. Additional retail space is available as well as parcels intended for restaurant facilities.

90° Temperatures In Atlanta For 2010

According to Kirk Mellish, one more day of 90 degrees or above as is forecasted, this year will tie with 1954 for the most 90 degree days in a calendar year with 82 days and would be second only to 1980 with 90 days.

Lilburn Considering $20 Million Sports Complex

In a bid to spark economic stimulus, the Lilburn City Council is considering a franchise agreement with Big League Dreams, a California company that currently maintains similar facilities in California, Texas, Nevada and Arizona. The Lilburn facility would be located at US-29 and Indian Trail Road where the Jackson Creek Water Reclamation Facility currently resides. The sewage treatment plant is slated to be retired next year.

Lilburn Mayor Diana Preston and 6 others are leaving today to visit a Big League Dreams facility in Mansfield, Texas.

On Monday, the Lilburn City Council voted to enter into a license fee agreement with Big League Dreams for which the city will put up $450,000 in refundable SPLOST funds. The agreement allows Lilburn to examine the company’s financial records as it conducts a feasibility study for a 40-acre baseball, softball and soccer complex that would host local and tournament play.

    WSB TV was reporting on its 5:00 PM broadcast that Gwinnett County will use “surplus” bond money to pay for the sports complex.

Evermore CID Infighting Continues

Over the past week or two I’ve received several emails from local citizens concerned about the squabbling that seems to be ever-present within the ranks of the Evermore CID.

A little research yielded the following:
An open letter from the Evermore chairman, Dwight Harrison dated 08/30/10 states, “We are poised for more great accomplishments. Unfortunately, a currently divided board has stymied the CID’s efforts. Critical and time-sensitive issues have been on the board’s agenda in July and August with only four of eight board members attending. A minimum of five board members is necessary for the board to conduct business.”

The Gwinnett Daily Post reported Harrison stating on 09/10/10 that “Whether you feel like (Executive Director Jim Brooks) is doing a good job or a bad job, you are appointed or elected to show up and vote,”. “I welcome the 22nd. Hopefully, their comments will be aired and hopefully we can move forward.”

In a letter presented at the meeting, the four absent members — Gary Custar, Emory Morsberger, Jimmy Norton and Don Robison — blamed Harrison for the discord.

In 2009 the board was involved in a stalemate over the fate of former executive director Brett Harrell, which ended when two board members were recalled. Since then bylaws were changed to allow votes that end in a tie twice to be brought before the property owners that participate in the CID. Harrison said the lack of a quorum has stopped that option.

    Yesterday’s executive meeting proved to be yet another stalemate with 4-4 votes on a couple of key issues including the executive directors contract. This impasse means that Jim Brooks who was hired a year ago will not be back as his contract will expire prior to the tie-breaker vote of the CID property owner membership. This bylaw was added after a similar issue occurred with Brett Herrell last year. It was not foreseen that opposing members of the CID board could stall the process by not attending meetings and voting on the issue.

    Another issue left deadlocked by a 4-4 vote was the renewal of Russell Landscape’s maintenance contract. The major concern being that Russell exceeded its contract with the CID by $15,000.

    A NEW recall effort has been established targeting Emory Morsberger and Don Robison who were elected by the CID membership. Recall petitions are being circulated throughout the CID membership. 20% of the approximately 480 property owner membership would have to sign in order to proceed. Dwight Harrison, CID chairman expects to have the required number of signatures by the end of October.

Five Forks Trickum Road from Cole Drive to Spring Mill Drive will require intermittent lane closures through March 2011 for roadway improvements, weather permitting. Any such closures will be between the hours of 9:00am and 4:00pm.

Gwinnett Braves 2010 Attendance

The Gwinnett Braves wrapped up their 2010 season this week finishing in second place within the International League South division with a record of 72-71 (.503). They did not make the postseason.

For the second year in a row they posted dismal attendance figures finishing next to last in their league with an average of 4,817 per game - 19.25% fewer than last year when they averaged 5,965 per game which was considered a failure. Coolray Field has a seating capacity of 10,099.

One of, if not THE main reason cited for the move from Richmond, VA to Gwinnett was the poor attendance, but during their last 11 years at Richmond the Braves managed to average 6,227 per game.

    Always bear in mind:
    • The Gwinnett Stadium cost $65 million
    • Funded entirely by taxpayer dollars
    • The Gwinnett BoC negotiated the deal in secrecy
    • Taxpayers had no say-so in the process
    • The Gwinnett BoC guaranteed the stadium would make money from day one.

    Remember that Danny Porter allowed a Chamber of Commerce person that helped to put the stadium deal together serve as the co-foreman of the grand jury that he called to look into the stadium deal.

    Two other points I forgot - 1) The stadium construction project was no bid. 2) On October 18, 2007, a corporation operated by County Commissioner Kevin Kenerly purchased a large tract of land across the street from the site of the new Gwinnett Braves stadium.
