Donna Douglas, star of the Beverly Hillbillies, will be a special guest star in the Snellville Days Festival parade this year and will sign autographs after the parade at Briscoe Park.

The Snellville Days Parade will take place on Saturday, May 1st beginning at 10:00 AM.

Lilburn - Lilburn’s market will begin operations Friday, June 4th and continue each Friday until Friday, August 27th.
Hours: 4:00 PM - 8:00 PM

Snellville - Snellville’s market begins operations Saturday, June 5th and will continue each Saturday through October.

Telephone Book Delivery Changes

By a 4-to-1 vote Tuesday the Georgia Public Service Commission changed a rule that had required mandatory distribution of printed phone directories. Customers can still request free directories - in printed format or in an electronic format - from their phone company.

Constitutionality Of Garbage Plan Remains In Doubt

Yesterday, Gwinnett Superior Court judge Michael Clark dismissed a suit by Red Oak Sanitation claiming the recently adopted garbage plan restricted competition. But, the judge also made it clear that he was none-too-pleased with the new plan and went so far as to call into question its constitutionality. Judge Clark stated, “By no means am I saying the ordinance is constitutional and the settlement is constitutional.” He went on to say, “Can you think of any other state tax that you can collect 18 months in advance? Why not go 24? I mean, is there no limit?”

Attorneys representing both the service providers and the county filed briefs with the court requesting clarification of the judge’s comments regarding the constitutionality of the plan. Judge Clark is reviewing the briefs.

One additional law suit regarding the new trash plan remains in federal court.

Unincorporated Gwinnett Pays More For Garbage

One would think that with a consumer base the size of unincorporated Gwinnett that the Gwinnett BoC could have negotiated waste collection rates that are better than that of Gwinnett’s cities. Nope,… while unincorporated Gwinnett will be paying $17.86 per month, the following cities will be paying less:
- Auburn - $15.51
- Berkeley Lake - $11.74
- Brazelton - Freedom of choice
- Buford - $2.00
- Dacula - $10.00
- Duluth - $7.33
- Grayson - $11.66
- Lawrenceville - $7.50
- Lilburn - Free
- Loganville - $15.00
- Norcross - $10.87
- Snellville - Free
- Sugar Hill - $10.00
- Suwanee - Freedom of choice

Sugar Hill City Manager Bob Hail was quoted as saying, “All I did was guarantee them 5,200 customers, even the guys who lost the bid beat the county’s deal by $5. It’s tragic.”

I know that I’ll be paying more and I’m sure that there are many senior citizens who will be paying more since the BoC didn’t find the need in building in discounts for the county’s elderly.

Reassessments In The Mail

Gwinnett County is reporting that approximately 124,000 real property Notices of Change in Assessment were placed in the mail last Friday. This is the first of three mailings expected to reach a total of 150,000 notices. Approximately 140,000 of the notices are from value updates while the remaining 10,000 notices are the result of new construction or tax returns filed by property owners.

The vast majority of the 120,000 residential property notices issued in the first batch will show an average value decrease of 17 percent or $35,000 of market value. The sum of all decreases for residential property totals approximately $4.2 billion of market value.

How unfortunate that property valuations weren’t adjusted prior to the supplimental millage rate increase just received last month.
