The 2008 Corinth Hills Homeowner’s Association annual meeting will be held Tuesday, October 7th 2008. The meeting will be held at Country Inn and Suites on Rockbridge Road next to Wendy’s at 7:00 PM.

Please make every effort to attend,… in addition to the association reports given by the president, I will be addressing the membership regarding the pending resignation of the 2nd vice president, fundamental differences of opinion about how the board interacts with its membership (you homeowners), how this is reflected in the bylaws, suggested revisions to the bylaws to address these issues and the future of our community website and mailing list. These are important issues that affect each and every homeowner in our neighborhood. Your voices and opinions need to be heard.

Gwinnett County Studying Budget Cuts

Does every Gwinnett County department head need a car? Would it be better to lease vehicles instead of buying them? And why does the county have multiple warehouses when one might be cheaper?

These are among the hundreds of questions nine Gwinnett County employee task forces will seek to answer over the next 100 days in an urgent effort to cut costs and increase revenues as the county settles in for what its leaders believe will be a long economic siege.

“We need to demonstrate to our citizens that we are doing everything we possibly can,” County Administrator Jock Connell said Wednesday after announcing the initiative.

The groups will seek to find $35 million in reduced expenses or increased revenues, and should make their recommendations by November, in time to be included in the 2009 budget.

“There will be some aggressive recommendations,” Deputy County Administrator Michael Comer predicted.

The $35 million figure roughly matches the amount of money county officials have budgeted to spend from the county’s reserve fund this year due to stagnant or declining revenues and rising costs.

The county has already implemented a hiring freeze for non public-safety jobs and asked county agencies to reduce fuel consumption.

Connell said he told department heads to remember that their jobs are to serve residents.

“If we have to do things that make us uncomfortable, that’s what has to happen,” he said.

City Of Stone Mountain Hosting Mega Yard Sale

STONE MOUNTAIN - Want to go bargain shopping?

The sales should be on throughout Stone Mountain in October.

The city is hosting a city-wide yard sale, so people can peddle their wares and bargain-hunters can find the sales.

The event will be held at the Baptist Pavilion and adjacent lawn, where people can reserve a space for $10 on the lawn or under the pavilion for $20. City officials are encouraging all clubs, churches, schools, youth and community groups and individuals to participate.

If you can’t bring all your stuff to the downtown area, city residents who want to be placed on the “yard sale trail map” must pay $10 by Tuesday, Sept. 30.

Forms for the space at the pavilion can be obtained at City Hall during normal business hours or at the Old Post Office Antique Mall located at 5379 East Mountain Street.

Food or service vendors aren’t allowed at the event, and people have to provide their own tables.

    The recommending body only took action on three cases.

    RZC-07-041 Heard by order of the court after the applicant’s constitutional rights had been violated the year before, the commission approved a rezoning from a single-family residence to an office and institutional district for a property located in the 2100 block of Rockbridge Road. This same request was denied by the Board of Commissioners in 2007.

    The board also approved with conditions an automotive car wash and oil change facility being conceptualized by Meridian Development to be located at the 500 block of U.S. Highway 78 and the 3200 block of Krisam Creek Drive east of Snellville. One of the conditions set for this development included the prohibition of self-service vacuums and a stipulation that the facility must meet the overlay standards for the Highway 78 district.

    These cases will now move to the Board of Commissioners agenda to be heard at its Tuesday monthly meeting to consider zoning requests.

CHHA Newsletter - September 2008

WORD FROM THE PRESIDENT

It is the end of the summer, school has started back and autumn is fast approaching. For Corinth Hills this means it is time for the board members to get working as well. The board members held a meeting on September 9, 2008. At this meeting the Corinth Hills Homeowners Association (CHHA) Board members have set a date for the CHHA annual meeting. This meeting is to be held on October 7, 2008. This meeting will be held at Country Inn and Suites on Rockbridge Road, next to Wendy’s at 7:00p.m. I would like to urge everyone to come out and be a part of our neighborhood and our community. There are many things going on that affect our community. So, please come out and be a part of Corinth Hills and the future of our community. I would love to get some feedback from Corinth Hills if anyone has any thoughts or ideas you feel the CHHA can do or get involved with that will help or further CHHA’s efforts in the betterment of our neighborhood and our community. Please don’t be shy. If you have any ideas, thoughts, comments, and/or questions, please do not hesitate to contact me at anytime. My contact information will be at the end of this section of the newsletter.

I have some exciting news to share (well I think it is exciting)!!! For those of you that know me, you also know that it doesn’t take much for it to be exciting to me. I am pleased to announce that CHHA will be hosting a coffee and desert social. This event is to be held on October 21, 2008 at Metro Diner. These festivities will begin at 7:00p.m. CHHA will be providing beverages to everyone. If you would like to have dessert or dinner you may do so as well. I will be more than happy to discuss any community or neighborhood concerns at this event or any time that is convenient for you, but please come out and be a part of this exciting time. This event will also give everyone a chance to meet with other neighbors, have some conversation, and share ideas and information in a casual setting. I can’t wait to see everyone!!!

Again, I would like to let all of Corinth Hills know that is such an honor and a pleasure to be serving you all. I enjoy every second that I get an opportunity to work with any person that lives in Corinth Hills. Thank you all so much for allowing me to serve you and be a part of Corinth Hills. NEIGHBORHOOD NEWS

The Corinth Hills Homeowners Association (CHHA) Board set October 7, 2008 as the date for the annual meeting. The meeting will convene at 7:00 pm at the Country Inn and Suites on Rockbridge Road.

The CHHA Board still has one vacancy - Treasurer. This is a good opportunity for someone to step in and participate in the development of our community. Do not let this title fool you, if you can balance a checkbook, you can do this job. Please contact any of the current board members if you are interested. A treasury report will be given at the annual meeting. Frances would love to announce that we have a new treasurer along with that report at the meeting.

Each month, the Yard of the Month award recognizes a neighbor for maintaining a yard that exemplifies pride in our community. This is not always easy, especially when we have very hot weather and water restrictions. Congratulations for the summer go to:

CHHA will host a coffee and dessert social on October 21 at the Metro Café Diner. Come on out about 7:00 - visit with your neighbors and catch up on the gossip. The Homeowners Association will pick up the tab for coffee; dessert is on you. All residents of Corinth Hills - CHHA members and non-members - are invited.

PARK PLACE ASSOCIATION, (PPA)

PPA is now the registered name of what was previously the Park Place Community Association (PPCA). PPA is now enthusiastically working on strategic marketing, funding, and operational plans for the area. PPA will also set a date for community hearing and input to their proposed plans. Watch for details as they become available.

As a community effort commissioned by the Evermore CID, formerly known as the Highway 78CID, Park Place Association (PPA) was formed. This association will serve a fairly large boundary area and will serve everyone within those boundaries, businesses, churches, residents, schools, etc. At the annual meeting, Frances will share more about PPA plans. Since PPA will be a community service to all, it is important that you know the contact information and board members of PPA. They are as follows:

You may have noticed improvements at the West Park Place exit from Hwy 78. PPA partnered with the Evermore CID to define pedestrian lanes and add safety signals so that now you can walk from Wendy’s to Target.
Please remember patronize the restaurants and all the businesses along Hwy. 78. Because of construction, some businesses expect a significant drop in business-up to 50%. Our patience and continued patronage will help everyone survive and prosper as we go work through these growing pains.

Other PPA Projects
• Hobgood Construction withdrew its request to rezone property at West Park Place Boulevard and Rockbridge Road because they could not reach sufficient agreement with adjoining property owners. The original proposal was to rezone the property from residential to commercial to allow special events such as weddings, corporate events, retreats, etc. with a very small mixed-use area.
• The request for a Special Use Permit (SUP) to construct a commercial storage facility on Rockbridge Road between Metro Diner and Waffle House is tabled until October. The owner agreed to limit the facility to three stories and to abide by all CID regulations.

AROUND THE COUNTY

Watering Restrictions remain in effect due to the continuing drought. The county has eased a few of the limits to allow Gwinnett County homeowners to water plants by hand, and swimming pools to remain open through September 30, 2008. Residents may hand-water for 25 minutes between midnight and 10:00 a.m., using the even-odd schedule. The restrictions still do not permit the use of sprinklers or automatic water devices without county permission. Please go to www.corinthhills.org for more information.

In the last Newsletter, we announced that the Gwinnett County Commissioners approved a solid waste management plan that will go into affect in 2009. This mandatory plan requires all county residents participate in garbage and recyclable collection. This plan was to go into affect in early 2009 - it looks like the timeframe is slipping to later in the year.

The annual Gwinnett County C.O.P.S. Festival this year is at the Gwinnett County Fair Grounds on October 11. This is a good opportunity to see the scope of law enforcement and emergency resources provided by the county. The C.O.P.S. Festival flier is enclosed in this newsletter. If you have not been before, go this year and take the kids - it is very interactive.

Gwinnett Waste Providers Submit Bids

LAWRENCEVILLE - The bidding process to become an unincorporated Gwinnett County waste pick-up provider ended Wednesday.

According to Gwinnett Clean and Beautiful’s Executive Director Connie Wiggins, eight providers submitted bids in response to the organization’s July 25 request for proposals.

“The companies are Waste Industries, Allied Waste, Sanitation Solutions, Southern Sanitation, Waste Management, Republic Services of Georgia, Advanced Disposal and Waste Pro,” Wiggins wrote in an e-mail. “After an analysis of the proposals, decisions will be made in time to begin implementing the new collection and recycling program in January 2009.”

Wiggins said the decisions would be made to select the providers based on a firm’s qualifications, experience, references, price, work plan, financial stability and their ability to obtain insurance and bonding. She also said one current provider to unincorporated Gwinnettians - Red Oak Sanitation - did not turn in a bid to serve as a provider.

Under terms of the new solid waste plan, which will take effect Jan. 1, unincorporated citizens of the county will be divided up into eight different service areas for the removal of their solid waste and recycling items. Each service area will then have a designated provider assigned to it with the stipulation being that no provider will be able to service more than three areas in the county - “to prevent monopoly,” Wiggins said. She also said that the eight bids received would be evaluated in tandem by her office and Gershman, Brickner and Bratton, a national solid waste consulting firm. She said an analysis of the bids would become available sometime at the end of the year when the service providers for the eight service areas are announced.

Wiggins also said Thursday that she was puzzled by the recent actions of Allied Waste and Red Oak Sanitation. She said Allied Waste recently sent customers a bill stating they would be charged a “year end transition fee” because of the county’s new plan. She said it seemed strange to be charging customers this fee before the service providers were announced because Allied Waste could continue as a provider. One Allied Waste customer from Dacula, who confirmed he received the letter, said the fee amounted to $23.50. This same customer also said if he closed his account today, Allied Waste would waive the fee.

Calls to Allied Waste were not returned before this story went to press.

As for Red Oak Sanitation, even though the firm decided not to bid as a provider in 2009, Wiggins said the firm was telling its customers that they needed to pay a $50 deposit fee for a receptacle or face losing service. Wiggins said under the current contract in place with the county, this was illegal, at least until that contract ends at the end of the year. She also said the county was powerless when it came to the current prices providers were charging residents.

“The county has no control over rates,” she said.

40th Annual Yellow Daisy Festival

The Yellow Daisy Festival is celebrating its 40th anniversary this weekend at Stone Mountain Park.

Why is it called the “Yellow Daisy” festival? It celebrates the “Confederate Daisy,” or “Stone Mountain Yellow Daisy,” (Viguiera Porteri) which grows in the shallow soil on the granite outcrops of Stone Mountain. The flower is so named because it is found only within a sixty-mile radius of the mountain. The species was discovered in 1846 by Reverend Thomas Porter.

Whilst on the topic of the unique flora and fauna of Stone Mountain, the pools of water that form in the eroded depressions on the mountain are homes to two types of shrimp, fairy shrimp and clam shrimp. It’s believed that the adult shrimp die when the pools dry up, leaving behind eggs to survive until the next rains.

Why isn’t there a Shrimp Festival? Sounds like a money maker to me, Silver Dollar! Mmmmm,… fried shrimp, boiled shrimp, broiled shrimp, po’ boy shrimp samiches, shrimp gumbo, bar-be-cue shrimp,… where’s Bubba when you need ‘em?
