Stone Mountain Park Celebrates Its 50th

The run begins at 8:30 a.m. and the 3K Walk N’ Roll begins at 9 a.m. All proceeds benefit the Friends of Disabled Adults and Children, Too. Visit www.fodac.org.
In celebration of its 50-year anniversary, Stone Mountain will host its “Summer at the Rock” with brand new features and events until Sept. 1. The Lasershow Spectacular will celebrate its silver anniversary with a digitally remastered show. LAWRENCEVILLE - A Lilburn man purporting himself to be a desperate father in need of children’s medication was arrested Thursday on multiple theft charges, police said.
Michael Allen Buckner, 37, targeted residents of central and southeast Gwinnett during his door-to-door plea soliciting help for his fictitious child, police said.
Buckner is charged with five counts of theft by deception and a probation violation. He remained in the Gwinnett County Jail on Friday without bond.
No stranger to officers in south Gwinnett, Buckner allegedly begged residents of Lilburn, Stone Mountain and Lawrenceville for money over the last two months. Residents said the suspect introduced himself as “Chad” or “Mark” and asked for prescription money for his sick child. They later identified Buckner from a police line-up.
A lead detective was familiar with Buckner from a previous case, aware Buckner had no children and functioned mostly in the Gwinnett County Police Department’s Southside Precinct, police said.
“Officers that work the area do have knowledge of who the troublemakers are,” Gwinnett police spokesman Officer David Schiralli said. “He’s been doing this same scam for a while, asking for money for gas or money for a fictitious child.”
Jail records show Buckner has been arrested in Gwinnett 19 times, dating back to a December 2000 arrest for falsely reporting a crime.
This time, Buckner’s alleged ploy wasn’t directed at any group in particular, such as elderly residents, police said.
“He was targeting at random,” Schiralli said.
Police said Buckner could face additional charges as more victims come forward.
Investigators ask anyone who gave money to Buckner to call the burglary unit at 770-495-3900.

Why Do We Need Another Strip Mall?
This flyer is an effort to make you aware that developers are attempting to rezone the corner of Killian Hill and Arcado Roads from residential to commercial. We hope you will want to keep this area residential. Remember, once a property is zoned commercial there is no legal limit on the developers, or future tenants, from putting any C2 commercial activity near our homes. Plans for a restaurant can turn into a pawn shop. What trend do you see around Lilburn for strip malls and empty drug stores? The developer, who is working for the current landowner will meet with neighboring subdivisions this Friday, April 18, 2008 at 6:00 PM, at Lilburn City Hall, in an effort to convince you that his plan is a good one.
If you are opposed to this property being rezoned for commercial use, PLEASE come to the Opposition Meeting Saturday, April 19 at 10:00 AM at Lilburn City Hall and the public hearing before the Planning Commission Thursday, April 24 at 7:30 PM at Lilburn City Hall and, if a recommendation is made at the Planning Commission hearing, the city council meeting Monday, May 12 at 7:30 PM at Lilburn City Hall.

As many of you are already aware, there is another attempt to rezone the property at the corner of Killian Hill and Arcado Roads from RESIDENTIAL to COMMERCIAL. I went to Saturday’s meeting and had a full house at Lilburn City Hall. The next step is this Thursday evening, April 24th, at Lilburn City Hall. We request your physical presence at this meeting if you can find time in your busy schedules. Also, if you have Parkview orange spirit wear, please wear Parkview colors to show solidarity.
I have first hand experience of what happens when a community allows it’s neighborhoods to be rezoned. My family moved from Duluth into Lilburn because the Parkview school area is unique. Parkview is primarily single family homes in quality neighborhoods, and has not been overrun with rubber stamp saturation rezoning. I watched Duluth change as every piece of undeveloped land was rezoned into commercial, cluster homes, or multi-family “apartment” homes. Lower valued homes in older neighborhoods began to be bought up for use as rental properties. Painting, landscaping and construction crews would often move their businesses into these rentals (have you noticed this trend on Killian Hill?) They couldn’t build schools fast enough to keep up with this “growth.” Streets quickly became 4 lanes… Our home lost tens of thousands of dollars in depreciation as the strip malls went up, rental signs went up, and the schools lost their selling attraction. Along with this “growth” came graffiti tags all over the neighborhoods that nobody seemed to care enough about to do anything about (I’ve reported and cleaned up hundreds of them.) There was very little opposition to rezoning in Duluth, if one battle was won, they would just keep trying again and again until the weak opposition gave up or was trampled. (I can also remember a time when the neighborhoods along Singleton Rd. in Norcross were fine, fine neighborhoods…) Don’t let this happen in Lilburn!

April 25th, 2008 at 4:34 PMI would propose that one test should be the test applied to land use questions. It is promotes fairness and ensures our precious property rights. That test is simply: does a proposed use MATERIALLY impact the ability of other nearby property owners to use and enjoy their property.
The key is materiality. Too often the reasons neighboring property owners give are based more on their personal preferences and that should not be a barrier to someone realizing the use or economic benefits of their property. You listed quite a few reasons, based on your Duluth experience, for opposing a rezoning. Whether these are material or not depend on circumstances. You mention two that raise red flags immediately: four lane roads and graffiti. I have sat in too many traffic jams in Gwinnett County on two lane roads so I support widening most major thoroughfares. Secondly, while I do not know all the factors that play into the development of groups that spray paint graffiti, I doubt that growth is the sole factors. There are many regions in metro Atlanta that are simply growing and graffiti is not a problem. I cannot see these as reasons to deny economic liberty to a fellow property owner.
I do not know the details of your case in Lilburn, but I hope to learn more and follow things on my blog Gwinnett Buzz (http://www.gwinnettbuzz.com). I would encourage you and your neighbors to be fair and equitable and respect property rights. Remember - one day someone might be trying to tell you that you cannot use your property.

Water restrictions continue
While watering restrictions remain in effect due to the continuing drought in North Georgia, a few of those limits have been eased to allow Gwinnett County homeowners to water plants by hand and swimming pools to open through September 30.
An administrative decision signed by County Administrator Jock Connell on April 2, 2008, spells out the watering restrictions currently in effect for Gwinnett County. Residents may now hand water plants between midnight and 10:00am on the even-odd schedule allowed by the state. Watering is limited to 25 minutes using a standard spray nozzle that turns off when released.
The Gwinnett County Board of Commissioners delegated day-to-day water conservation decisions to County Administrator Jock Connell in March to allow for quick decisions that may be necessary as drought conditions and state regulatory mandates change.
Toilet rebates available
Residents can take advantage of toilet rebates that are available for toilet replacements in single family residential homes built before 1993. The rebate amount of either $50 or $100 depends on whether the replacement toilet is 1.6 gallons per flush or 1.28 gallons per flush. A maximum of two toilets per household may qualify for the rebate. FAQ: Water restrictions (as of April 2, 2008)
Q: The State of Georgia has modified the exemptions to outdoor watering and pools. Can local utilities do something different?
A: Local governments and water utilities may adopt restrictions that are more stringent than the restrictions imposed by the state (per 391-3-.06(1)). Gwinnett County maintains more stringent measures to meet the Governor’s 10 percent reduction mandate.
Q: Can I fill my swimming pool and keep it full?
A: Yes, you may fill your pool between April 1 and September 30, 2008.
Q: Can I water my lawn and landscape?
A: Yes, by hand using one garden hose for 25 minutes per day between midnight and 10:00am on designated days. The designated days are Tuesday, Thursday, and Sunday for odd-numbered addresses and Monday, Wednesday, and Saturday for even-numbered addresses. The hose must be held during watering and equipped with a standard spray nozzle that automatically turns off when released.
Q: If I plant my own landscaping or reseed my own yard, can I irrigate it?
A: Yes. Irrigation of new landscaping or reseeding landscaping can occur between midnight and 10:00am for a maximum of 10 days on an even-odd schedule within the 31 days immediately following date of installation. Please see below for the rules that apply for irrigating new or reconditioned lawns and landscaping.
Q: I just had my yard professionally landscaped and/or seeded or sodded. Can I water it myself?
A: Yes. A: The following rules apply to professionally installed or reconditioned lawns and landscaping:
· Even-numbered addresses only from midnight to 10:00am on Mondays, Wednesdays, and Saturdays
· Odd-numbered addresses only from midnight to 10:00am on Tuesdays, Thursdays, and Sundays
· The resident or the irrigator must register at www.urbanagcouncil.com; however, such irrigation can begin in February
· This irrigation can occur at most only 10 days in a month, and only lasts for 31 days
· A sign must be posted that is visible from the street that lists the date of installation, the commercial firm’s name, the property owner or occupant’s phone number, and the surface area restored or reconditioned
Q: Can I wash my car at my home?
A: No, you can not wash your car at your home.
Q: Can I pressure wash my driveway?
A: No, pressure washing of driveways is prohibited.
Q: Will I see an increase in my water bill if my household uses too much water?
A: Yes. Any individual residential household that uses more than 50,000 gallons per month shall be subject to a surcharge for usage above 50,000 gallons per month.

Hello Corinth Hills,I hope this newsletter find you all well.It is that time again for us to hold our annual C.O.P.S.Program Meeting. For us to continue as part of the C.O.P.S.Program, we have to hold this annual meeting. We are going to hold this meeting on Tuesday, April 22,2008 at 7:00p.m. This meeting will be held at Country Inn and Suites. Please be in attendance for this meeting as very important information will be discussed that will affect everyone who resides in Corinth Hills. Everyone, please mark your calendars and I can’t wait to see you all there!!!

Park Place Community Association (PPCA)is growing.PPCA is a non-profit organization whose purpose is to bring the community together, and to represent the best interests of businesses, residents, churches, homeowner associations and other institutions in our corner of Gwinnett County. PPCA strives to promote a sense of place where we can live, work, and play, and enjoy a high quality of life.If you have not registered, please visit www.parkplaceca.org and do so. This website is not completed, but registrations give the Board a sense of interest and when it is ready, you will be the first to know.
PPCA will be sending its final incorporation documents to the Secretary of State this week, the week of April 14, 2008.
PPCA will have a meeting with Nick Masino, Econimic Development Vice-President with the Gwinnett County Chamber of Commerce on May 6, 2006.
PPCA is currently studying other websites to try to assess what we want our website to accomplish and look like. We will be trying to gather that information and then proceed to get bids for someone to finish the website, as the PPCA Board now has realized it is expensive to do this.
Evermore,the Hwy 78 CID,recently informed the PPCA that decorative mast arms and illuminated street signs will be installed at the intersection of Rockbridge Road and East Park Place.
Frances Smith, President of PPCA, is working closely with Commissioner Mike Beaudreau to identify other issues and concerns for future study.Please contact Frances if you have any suggestions,questions,or ideas.
Around The County:
The county commissioners are affecting garbage pickup that should be in place in 2009.Major changes include creating pickup zones and restricting competition in each zone, requiring mandatory pickup service for every address and making recycling mandatory. Fewer operators will reduce the number of trucks on the roads,reduce the number of days that garbage sits on the streets, and create efficiencies in pickup and recycling.Currently there are 40,000 addresses without pickup service.Gwinnett County is still working on this and more information will be forth coming.
Frances was working closely with Commissioner Beaudreau and the Gwinnett Delegation of the Georgia legislature on a Rental Property Plan. This plan will require all owners of rental property to register with the county, and make it easier to identify property owners to resolve code violation issues.This legisla- tion did go to a committee but did not make it through the legislative process this session. Commissioner Beaudreau says he will continue to work on this issue.
